Victim Assistance Programme
This programme provides a continuous system of care that protects children from exploitation at every stage, from early identification and prevention through safe transit, timely rescue, legal intervention to create deterrence and sustained rehabilitation and reintegration. It addresses child exploitation holistically by tackling its root causes: school dropout, economic hardship, and family fragility. Through targeted follow-up, children are supported back into education and families are connected to government welfare schemes that build lasting resilience, reducing the risk of re-victimisation and ensuring that rescue leads to a secure future for every child.

Survivor Support Programme
This programme provides care to victims of child sexual abuse in alignment with the Protection of Children from Sexual Offences (POCSO) Act and National Commission for Protection of Child Rights (NCPCR) guidelines. Support persons, appointed by Child Welfare Committees (CWCs), accompany children and families through every stage of investigation and trial across all CWCs in Delhi.
AVA's counselling model is trauma-informed and survivor-centred, spanning psycho-social support to process trauma and rebuild self-worth, family counselling to equip caregivers with the sensitivity to support recovery, and pre-trial counselling to prepare survivors for the legal process in a child-friendly manner. Children are also supported in accessing rehabilitation services.


Surakshit Bal Gram
Surakshit Bal Gram is an initiative to create child marriage-free and exploitation-free communities where every child can learn, thrive and be supported by responsive and resilient communities.
The initiative works toward 100% school enrollment and retention of children alongside full saturation of government social welfare schemes for vulnerable children and families. We work to ensure that Panchayats maintain marriage and migration registers at the village level to prevent child marriage and trafficking. We also engage Child Welfare Protection Committees to safeguard children and partner with Panchayats to mandate zero tolerance for child marriage.
Fostering Government Partnerships
Government partnerships play a pivotal role in driving sustainable development, enabling policy-level impact, and ensuring scalability of social and economic initiatives. By collaborating with government bodies at the local, state, and national levels, organizations can align their efforts with public mandates, optimize resource utilization, and reach wider populations with greater efficiency.

NITI Aayog Partnership
In January 2025, AVA formalised a partnership with NITI Aayog, expanding joint interventions across 104 Aspirational Blocks spanning 73 districts across 12 states. The collaboration strengthens district-level child protection systems, enhances convergence, and addresses vulnerabilities related to child protection, education, and socio-economic development. At its heart, this partnership works to create Surakshit Bal Grams, safe, child marriage and exploitation-free communities where every child is learning, protected, and supported by resilient, community-based systems. AVA implements this vision through the Bal Suraksha Chakra (Child Safety Circle) framework, building holistic child protection ecosystems that safeguard rights and promote well-being.
Railway Police Force (RPF)
In May 2022, AVA formalised its partnership with the Railway Protection Force to create trafficking-free railways. This collaboration focuses on joint rescue operations, intelligence sharing, capacity building of RPF personnel, and strengthening vigilance at major transit hubs.

State Governments Partnerships
AVA works in close coordination with key state government departments, including the Labour Department, the State Legal Services Authority (SLSA), the Department of Women and Child Development (DWCD), and the Police, etc. to strengthen child protection and rehabilitation systems.
This collaboration focuses on ensuring timely identification, rescue, legal intervention, and comprehensive rehabilitation of children affected by trafficking/ child labour, child marriage, and child sexual abuse. Through joint efforts, AVA supports effective case management, facilitates access to justice, and enables convergence with available support and rehabilitation services for affected children and their families.
